A flail consists of two or more solid lengths of blunt material connected either with a solid flexible section, such as a chain, or a force beam connection.
Flails are designed such that they enhance the force that the character inflicts due to centripetal force. This has the effect of doubling the force damage of the hand to hand combatant. Unfortunately, a flail is difficult to use effectively. This means that to get the force damage bonus, all attacks are at -1 to hit.
